The “Training of Trainers” is an independent and non-commissioned continual development and delivery of the foundational guidance to support the knowledge requirements behind shared understanding, decision-making, and collaborative work in fulfilling the quality management objectives of the information and communications technology program, project, and operation.
It is a voluntary and committed effort to support the vendor-neutral implementation of the National ICT Competency Standards.
The shared competency framework results from the “questions of understanding performance” identified and analyzed by openly published normative references of international standard communities, professional certification organizations, and cross-border regulations. The acceptable, actionable, and auditable training content represents the common vocabulary, visualization, validation, and vehicle of the right things to do and to do the right things the first time right.
The problem, need, and opportunity being addressed by the competency framework are validated and verified with people directly affected by providing digital technology-enabled services that are designed, developed, deployed, and operated to achieve their organization’s registered legal purpose and authorized use of public funds.
The elicitation, elaboration, analysis, documentation, and agreement of the training needs, are directly linked to the adopted performance requirements of achieving the statutory goals, regulatory objectives, risk evaluation and mitigation, legitimate stakeholder interest, and research and development of supply chain that are associated with digital technology-enabled services in government and business.
The knowledge content of the competency-building project to support quality management systems in ICT programs, projects, and operations enables the CIO/CTO, CYSO, and DPO organization to manage competence associated with their affirmed accountability and responsibility.

The competency framework is not prescriptive, it provides a common baseline of understanding and inclusive knowledge source in customizing a transparent, participated, consistent, and continuous onboarding and upskilling of the organization’s digital leadership and workforce.

The participants of “Training of Trainor” are led to communicate competence in the language and concept that are globally shared in the international community-driven standards, globally adopted regulatory guidance, and professional organization body of knowledge.
